Understanding CBAM for Exporters

What is the EU CBAM (Carbon Border Adjustment Mechanism)?

CBAM is an EU tariff on carbon-intensive products (like iron, steel, aluminium, cement, and fertilisers) imported into the European Union. It aims to put a fair price on the carbon emitted during the production of these goods, ensuring imported products are treated the same as domestic EU products under the EU Emissions Trading System (ETS).

When does the CBAM definitive period start?

The transitional reporting period started in October 2023. The definitive financial regime begins on 1 January 2026, at which point EU importers will need to start purchasing and surrendering CBAM certificates.

How is the CBAM cost calculated?

CBAM cost is calculated by multiplying the chargeable embedded emissions (direct and indirect, in tCO2e) of your exported goods by the current weekly average price of EU ETS certificates, adjusted for the phase-in factor of free allocations.

What is the CBAM de minimis exemption?

Under the 2025 simplification rules, if the total value of CBAM goods in a single consignment does not exceed €150, or if the total embedded emissions do not exceed a certain threshold (e.g., shipments under 50 tonnes), the importer may be exempt from submitting a full CBAM declaration.
